LARSON, Justice.

Edward J. Hollinrake, who was denied certification as a peace officer by the Iowa Law Enforcement Academy (academy) because his eyesight did not meet its minimum standards, sought judicial review in district court. The district court dismissed his petition, and he appealed. We affirm.
