Appellee, Regina Queen ("Queen"), was awarded a jury verdict of $1.2 million from appellant, Washington Metropolitan Area Transit Authority ("WMATA" or "the Authority"), for injuries she sustained when she was struck by a WMATA vehicle driven by an off-duty WMATA employee. The sole basis for WMATA's liability was its status as a self-insurer of its vehicles. WMATA now appeals the district court's determination...
