Jaime Poncar and her parents, Allen and Ruth Poncar, and Rigoberto Quintanilla and his parents, Pablo and Maria Quintanilla, appeal a summary judgment granted in favor of the City of Mission, Texas, based on its governmental immunity under the Texas Tort Claims Act.
