This matter is before the court on motion for summary judgment filed by defendants Meehan and Bell on January 22, 1990. The plaintiffs responded to the motion on January 26, 1990. A hearing was held on March 22, 1990 to clarify the positions of the parties. For the following reasons the defendants' motion will be granted.
