In March 1985 the two defendants in this case (Puerto Rico's Secretary of Housing and the Executive Director of its Housing and Urban Development Corporation, "CRUV") dismissed the plaintiff from his position as one of CRUV's Regional Directors; they also dismissed him from the agency. The plaintiff sued them in federal court, and eventually conceded that defendants had the legal power to remove him from the policy-making, "trust or confidence...
