DUGGAN, Justice.

This is an appeal by judgment creditors from a district court order in favor of the Texas Real Estate Commission (the "commission"), denying the judgment creditors' application for payment from the Real Estate Recovery Fund. Tex.Rev.Civ.Stat. Ann. art. 6573a, § 82.
