This appeal presents the question of whether the Fourth Amendment to the Federal Constitution prohibits the United States Army from performing random drug tests on certain civilian employees at a chemical weapons plant. The district court held that such tests violated that Amendment's guarantee against unreasonable searches and seizures. 682 F.Supp. 829.
