OPINION

FARRIS, Justice.

The fundamental question underlying this lawsuit is the constitutionality of subchapter F of Chapter 23 of the Tax Code, the so-called "Greenbelt Act." TEX.TAX CODE ANN. secs. 23.81-23.87 (Vernon 1982).
