In August 1989 a federal grand jury charged Anselmo Navarez and three other persons with possession of cocaine with intent to distribute and a conspiracy to do the same, in violation of 21 U.S.C. §§ 841(a) and 846. On September 26, 1989, Navarez moved for discovery of information that could be pertinent to calculation of the sentence he would receive for these crimes under the United States...
