This is an appeal by the City of Monroeville from judgment of $7,850 entered against it on suit by appellees-motel developers which sought reasonable reimbursement of expenses incurred by developers in paving City's public road adjacent to developers' property. Appellees' complaint included counts in implied contract and declaratory judgment.
