The plaintiff Ralph Ratton Hall is incarcerated at the Woodbourne Correctional Facility. This action, brought pursuant to the Civil Rights Act, 42 U.S.C. § 1983, addresses the prison's alleged confiscation of a letter Hall wished to send to the Secretary of State of New York.
