Arctic Coast Fisheries (ACF) obtained a judgment against the City of Valdez (City), for which the City's insurers were liable. Fireman's Fund Insurance Companies (Fireman's Fund), one of the City's excess insurance carriers, negotiated a settlement with the City for an amount less than the original judgment.
