In this civil rights action brought pursuant to 42 U.S.C. § 1983, plaintiff, Elwood L. Pettijohn, alleges that on July 10, 1987 he was arrested in Delaware by defendants, Pennsylvania police officers, without a warrant and without probable cause. Mr. Pettijohn further alleges that he was then transported involuntarily across state lines to Pennsylvania, where he was interrogated for a period of several hours...
