The appellant, Charles Gioffre, appeals from the trial court's order denying his petition to open or strike the judgment rendered against him, asserting that a judgment for arrearages may not lawfully be entered against him pursuant to Rule 1910.23 of the Rules of Civil Procedure where the arrearages are created by the retroactive effect of the support order. The order specifically provides that the arrearages are to be paid in weekly installments...
