The Board of Registration in Medicine (board) issued a final order revoking Elias A. Alsabti's license to practice medicine in the Commonwealth. Alsabti's petitioned a single justice of this court for review of that order under G.L.c. 112, § 64 (1986 ed.), and moved for summary judgment. The board filed a cross motion for summary judgment.
