This appeal is but another chapter in a long-standing dispute between the Cardi Corporation (Cardi) and the Rhode Island Department of Transportation (DOT).

This controversy arose as a result of a number of contracts entered into by DOT and Cardi. Cardi, a general contractor, entered into a series of multi-million-dollar federal-aid projects involving the construction of highways...
