In this quo warranto proceeding, Prosper Ostrowski and Larry Nicholson challenged the Mayor of Port Angeles's appointments of John Hordyk and Sam Haguewood to the city council. On cross motions for summary judgment the trial court ruled that Hordyk and Haguewood were improperly appointed to the positions.
