Winslow Holasek appealed a $50,000 assessment made by the Coon Creek Watershed District (watershed district) on the owners of land benefitted by Anoka County Ditch No. 58. Following a hearing before an administrative law judge, the Dispute Resolution Committee of the Minnesota Board of Water and Soil Resources (Board) declared the assessment invalid.
