Appellant Frank Bateman sustained a compensable work-related injury on November 2, 1979. According to one of claimant's treating physicians, he sustained a ten percent disability to his left arm as a result of the injury. On July 7, 1980, the employer filed a notice to commence benefits for the permanent partial disability.
