Petitioner Mohammed Abdul Mannan seeks reversal of the October 6, 1987, order of the Board of Medicine revoking his license to practice medicine in the District of Columbia pursuant to D.C.Code § 2-3305.14(a)(8) (1988 Repl.) for "[w]illfully mak[ing] or fil[ing] a false report or record in the practice of a health occupation."
