This adversary proceeding arises from the refusal of a state agency to award a higher education assistance grant to the debtor for what turned out to be a brief period of time. The debtor argues that this temporary denial violated her rights under the bankruptcy code, specifically 11 U.S.C. §§ 362(a)(3), (6) and 525(a), and her rights under 42 U.S.C. § 1983.
