The employees challenged the reorganization of the Department of Human Resources (Department), and the trial court found that the reorganization was valid. The Department cross-appeals, alleging (1) that the court erred in finding that there was no emergency and (2) that even if there was not an emergency, the employees have no standing to enforce the notice provisions...
