Timothy Riordan (Riordan) and Jan Shannon (Shannon) appeal from the trial court's order denying certiorari of an adverse Milwaukee Board of Zoning Appeals (BOZA) hearing. BOZA denied a variance for their three properties to be used as Community Based Residential Facilities (CBRFs). In denying the variance, BOZA relied on sec. 295-14-1 Milwaukee Code of Ordinances, which draws its authority from sec. 62.23(7)(i), Stats. The statute limits the placement...
