On appeal from the Perham Hospital District Board's (Board) denial of the Township of Ottertail's (Township) petition to detach from the Perham Hospital District (Hospital District), the Township argues (1) that the criteria the Board used in deciding its petition were arbitrary and capricious and (2) the Board was arbitrary and capricious in its application of the criteria in deciding its petition to detach.
