Petitioner, Frank Cirigliano, is the registered owner of a 1981, 25-foot Sea Ray Cruiser power boat with twin 228-horse-power inboard-outboard engines. On September 5, 1988, while en route from the Manasquan River to Johnson's Boat Basin in Ocean County, New Jersey, the vessel was involved in an accident with another vessel.
