This declaratory judgment suit involves an attempt by a life insurance company (Lyndon) to reduce the fee it had to pay the Division of Insurance of Missouri (Division) under § 374.230(1) RSMo.1986 (repealed and re-enacted in S.B. 250, Laws of Mo. 1989, effective August 28, 1989).
