Marcella Sperl, a pedestrian without automobile insurance, was struck and injured by an automobile driven by Robert Vanman, an uninsured motorist. The Minnesota Assigned Claims Plan assigned the pedestrian's claim to American Family Mutual Insurance Company (American Family), which paid basic economic loss benefits.
