Joe Shifflett, Inc., a Virginia corporation, and the Property and Casualty Insurance Guaranty Corporation (PCIGC), an entity created by the Maryland Legislature in 1971, disagree as to whether Shifflett is entitled to collect from a fund administered by PCIGC.
