MEMORANDUM OPINION

STANLEY S. HARRIS, District Judge.

This matter is before the Court on defendant's motion to dismiss. For the reasons set forth below, that motion is granted.

Background

This case stems from an attack on a child by a female Rhodesian Ridgeback. The alleged attack took place at the home of defendant while he was stationed in Kinshasa, Zaire.1
