Charles W. Allen, Jr, plaintiff, was stopped on May 26, 1988 by a Shreveport patrolman who observed him operating an automobile at an excessive rate of speed. A strong odor of alcohol was detected on plaintiff's breath, and he was placed under arrest for DWI. After requesting that plaintiff submit to a chemical analysis for intoxication, the officer properly admonished that a refusal to do so would cause a suspension of driving privileges as provided...
