The dispositive issue in this case is whether the state board of labor relations erred in deciding that the positions of tax assessor, building official, town planner, tax collector and youth counselor in the town of Southington were not department heads within the meaning of General Statutes § 7-467, as amended by Public Acts 1983, No. 83-503, and therefore were not excluded from collective bargaining with the town.
