Richard Girouard, an incarcerated indigent, appeals1 from an order denying his motion for a free transcript in his pending appeal of a judgment denying him visitation rights with his daughter. Girouard moved under sec. 814.29(1), Stats., which requires a court, upon approving a person's affidavit of indigency, to waive the payment of any service or other fees in actions or proceedings...
