This is the appeal of the Commonwealth of Pennsylvania, Pennsylvania Board of Probation and Parole (Board) from the Opinion and Order of the Commonwealth Court. That Court vacated the Board's decision and remanded with directions that the Board recompute the backtime to be served by Michael Threats (Appellee) as a convicted parole violator and as a technical parole violator.
