Before the debtor, Homer Clyde Norris, filed for bankruptcy, he sold hunting and fishing licenses for the state of Tennessee. The plaintiff, Safeco, issued a $10,000 surety bond to repay the state if the debtor failed to pay the fees he collected or failed to account for the licenses he received.
