We granted certiorari in this case, Housing Auth. of Savannah v. Gilpin + Bazemore/Architects &c., 191 Ga.App. 400 (381 S.E.2d 550) (1989), in order to address two questions concerning OCGA § 9-11-9.1 (Rule 9.1 of the Civil Practice Act). Subsection (a) of OCGA § 9-11-9.1 provides:
