This appeal requires us to determine the validity of an ordinance regulating peddlers in the City of Newark. The Law Division invalidated all or part of ten of the nineteen sections of the ordinance, and the Appellate Division reinstated seven of those sections. 202 N.J.Super. 1 (1987). We granted Newark's petition and the peddlers' cross-petition for certification,
