After appellant Independent School District No. 11 (Anoka-Hennepin School District) refused to reinstate respondent Kristine Dokmo from her voluntary extended leave of absence, Dokmo commenced a declaratory judgment action seeking a declaration that she was a substitute teacher during her leave, and requesting reinstatement, lost benefits, and damages.
