At approximately 7:00 A.M. on Friday, April 27, 1984, appellant's 1982 Datsun, which was illegally parked on 10th Avenue, was towed to a Department of Transportation pound. On the morning of April 28, 1984, appellant appeared at the pound, located on Pier 76, to reclaim the vehicle.
