Defendant-appellant Iowa Department of Transportation, Motor Vehicle Division, appeals a district court ruling reversing the revocation of plaintiff-appellee Alan William Nieman's driver's license. Appellant contends the district court erred in finding the officer who arrested plaintiff did not have reasonable grounds to believe plaintiff had been operating a motor vehicle while intoxicated, as required by Iowa Code section 321J.12 (1987).
