Appellant, Clarence McClain, was arrested for driving under the influence of alcohol. A breathalyzer test disclosed a 0.14 concentration of alcohol in his blood, and McClain's driver's license was summarily suspended by the Secretary of State pursuant to section 11-501.1 of the Illinois Vehicle Code (the Code) (Ill.
