Miller, disciplinary administrator, filed a formal complaint with the Kansas Board for Discipline of Attorneys, alleging that William Van Horn Smith of Garden City, Kansas, violated the Kansas Code of Professional Responsibility, Supreme Court Rule 225 (1988 Kan.
