This is yet another chapter in the annals of "chain of custody" appeals. On May 27, 1987, Officers Hamilton and Richards of the Prince George's County Police Department observed a package of "Tops" rolling paper and a tinfoil packet on the ground near Rynell Percy Martin's car. Officer Richards then noticed a smokey haze in the car's interior and smelled burning marijuana and PCP. When the officer opened the door, he found a foil packet on the sill...
