On February 13, 1989, respondent filed a motion to compel responses to his first set of interrogatories and, upon failure to provide responses, to impose sanctions under Rule 104.1 Petitioner objected, and on March 3, 1989, petitioner filed a motion for protective order pursuant to Rule 103(a).
