At about 2:30 in the morning of August 7, 1987, agents of the Sheriff's Department of Wicomico County, the Maryland State Police, and the Salisbury Police Department began to implement a pre-planned paramilitary operation unparalleled in the annals of this Court or, we hope, of any other court of this State.
