We granted review in these two cases to determine whether a prior conviction, which was not challenged in the trial court, should be afforded a presumption of regularity for purposes of sentence enhancement.

Each of the defendants entered into a plea agreement to plead guilty to specific felony offenses with a prior felony conviction. In the case of defendant Anderson the prior conviction occurred on February 8, 1980...
