LARSON, Justice.

Rickey Keasling's employer was served with a copy of an order by the Child Support Recovery Unit (CSRU) in Wapello County for mandatory income withholding pursuant to Iowa Code section 252D.1(3) (1987). The order stated that Keasling was $19,800 delinquent in his child support payments and that the employer would be required to withhold portions of Keasling's wages to be applied on the future child support...
