Petitioner-respondent herein was employed by respondent Triborough Bridge and Tunnel Authority on August 14, 1978. Prior to that time, he had served in the Police Department for some five years. On July 16, 1986, respondent brought charges of misconduct, incompetence, neglect of duty and violation of its rules and regulations against petitioner.
