The two separate writs of certiorari issued in response to petitions by the cities of Foley, Gilman, Rice and Sauk Rapids (the cities), and by the towns of Alberta, Gillmanton, Graham, Granite Ledge, Langola, Mayhen Lake and Watab (the townships), have been consolidated into one action before this court. The cities and townships (collectively "relators") challenge a closure order issued by the Minnesota Pollution Control...
