American Cyanamid, Inc. (Cyanamid) appeals from the action of the New Jersey Department of Environmental Protection (DEP) promulgating an amendment to N.J.A.C. 7:13-7.1(d). The sole modification effected by this amendment was to alter the map reflecting the outlines of the flood hazard area surrounding the Raritan River and Peters Brook.
