On July 15, 1988, the Rock County Department of Social Services petitioned the circuit court to terminate the parental rights of the mother of three children, K.A.S., and of the father of one of the three, S.D.S.1 The children have been in foster homes since 1986 as a result of "CHIPS" proceedings in which each child was found to be in need of protection and services within the meaning of sec. 48.13(10), Stats.
